Abstract
The author describes the particular dynamics that characterizes the relationship between media and governments in the public policy process. He argues that media authorities, as actors in the civil society, enjoy a central position in the dialogue between the population and the elected officials. To examine his thesis, he analyzes two policy decisions of the Quebec government under Liberal Premier Jean Charest which occurred between 2004 and 2006: the Jewish private school grant projects and the partial privatization of Mont-Orford national (provincial) park. The Jewish private school grant project was to confer "associate school" status on fifteen Montreal-area private Jewish religious schools, allowing them to receive government funding up to one hundred percent of the similar funding per student ($5,200) that was granted to students in the public school system. The author's data reveals that there was a more pronounced media coverage of popular opposition and a greater level of analysis of the Jewish schools project than of the partial privatization of the Mont-Orford proposal. The author analyzed five newspapers' coverage of these two stories -- The Gazette, La Presse, Le Soleil, Le Droit, and Le Devoir.
