The author argues that, faced with challenges from the working class, from non-Christians and from women, all demanding a role in educational policy-making on confessional committees of Quebec's Council of Education, Francophone Catholic and Anglophone Protestant male elites sought to preserve a status quo characterized by strong class, ethno-religious and gender biases.
