Abstract
Laterrière wrote this book to provide the British public with background information on the deteriorating administrative system of Lower Canada in the first decades of the nineteenth century. The book was written in conjunction with the inquiry of the Select Committee of the House of Commons of Great Britain into the civil government of Canada. The Select Committee report was undertaken at the request of both French and English Lower Canadians into what each group believed was the arbitrariness of the civil government of Quebec. Laterrière's Dictionary of Canadian Biography entry refers to him as "an enigmatic figure. Called by turns a strange fellow and a pathological liar..."
