Abstract |
Despite Montreal's economic expansion and prosperity between 1897 and 1929, the infant mortality rate in the city was three-times higher than the Canadian level and comparable with the poorest of third-world countries at that time. The author examines the early twentieth century urban progressivism societies in Montreal, including the Civic Improvement League, and the Children's Aid Society, and the marginal success they had towards providing solutions to the problem.
