Abstract |
A follow-up to the Commission's 1999 report to the Quebec Government that was titled "La mise en jeu de la culture et l’école de langue anglaise." The main recommendations of the 1999 report were: that English school boards develop policies and procedures to identify and preserve the geographic, demographic and social "space" needed to enhance cultural content in English schools; that English school boards develop their list of common priorities regarding the place of culture in English-language elementary and secondary schools in Quebec; that the Ministère de l'Éducation ensure intensive collaboration in the development of social studies and citizenship education programs that reflect both a common reality and the particular history of English-speaking Quebec; and that the Ministère de l'Éducation and school boards hire teachers and other professionals to prepare materials on the cultural heritage of Quebec's English-speaking communities. In the 2010 report, the Commission maintains that the cultural heritage of English-speaking communities is more difficult to define because communities are changing. There is no longer a single community of 'Anglos'. The changing demographics of schools make it difficult to define the Anglophone 'culture' that needs to be protected and transmitted. Initially, the idea of preserving the English school system was to protect the rights of the traditional English-speaking population of Quebec. Today, this population no longer has much in common with that found in the English-language school system. The 2010 report revisit some of the issues raised in 1999 and apply them to the current context in order to answer the question: What kind of education is needed for Quebec Anglophones to become active members of society, in Quebec or elsewhere in the world, in the 21st century? Thirty-nine recommendations are made to the Ministère de l'Éducation.
