Abstract |
The author examines the main legal concepts that are brought into play in language policy, and primarily in Quebec’s language policy. In succession, he presents the various categories of rights and freedoms that can be invoked to contest a language policy; the distinction usually made between private and official use of languages; the principles of “territoriality” and “personality,” which characterize the two main models of language policy in the area of public or official use of languages; the modalities and consequences of the “official language” status that may be accorded to one or several languages; and, finally, the various arguments generally advanced to defend and justify language policies that favour or impose the use of one or more languages and that, for this reason, can be considered as restricting the linguistic freedom of individuals or minority members.
