| Abstract |
An early 1980s evaluation of the language of education provisions in the Charter of the French Language (Bill 101), and whether access restrictions to English language schools could be implemented consistent with the obligations imposed by international law, especially human rights covenants which are binding on Canada. The author points out that if the Quebec Government elects to provide for an English-language school system, then it is prevented, under international law, from restricting access to that system in a discriminatory manner.
