| Abstract |
The author examines what he terms "the ideology of free choice" and its consequences on the present and future of French Quebec by showing that the drop in the Francophone birth rate that began in the 1960s, combined with major changes in the immigration process in Canada in recent years, means that English CEGEPs have now become "gateway CEGEPs" for integrating international students, future immigrants, into Quebec's Anglophone community.
