Abstract
An investigation of the planning procedures involved in developing and implementing four programs in English as a Second Language (ESL) at the Protestant School Board of Greater Montreal between 1903 and 1980. The programs were focused towards different ethnic and linguistic groups: non-Anglophone Jews (1903-1908); French Protestants (1958-1967); non-Anglophone Greeks (1968-1976); and the Board's French sector (1979-1980). The author places ESL curriculum planning in a sociological context to ascertain the influence upon each program of such variables as historical, political, economic, cultural, financial and temporal factors.
