Abstract
The author focuses on conflicts between police and citizens in Quebec City during the last quarter if the nineteenth century. After considering the ethno-linguistic portrait of policemen in Quebec between 1870 and 1900, the author describes and analyzes, from judicial and police records, opposition from citizens against police officers, police violence and various discontent caused by the behavior of police officers. The author found that these conflicts were more often caused by the exercise of police authority, especially in the context of the repression of drunkenness, than by tensions affecting relations between Francophones and Anglophones in Quebec City. (In 1870-71, forty-seven percent of the force of eighty men was French Canadian, thirty-three percent was Irish, twelve percent was British, four percent was English-Canadian, and one percent each was Scottish, French and Austrian. By the end of the century, sixty-five percent of the sixty-seven member force were Francophones and thirty-one percent were Anglophones.) The author concludes that disputes between police and citizens occurred mainly between protagonists from within the same language group.
