Abstract
The Commission d'enquête sur la situation de la langue française et sur les droits linguistiques au Québec, usually referred to as the "Commission Gendron", was established in 1968 by the Union Nationale government in response to language conflicts in Quebec, especially in the Greater Montreal area. The author of this article was the chair of the Commission of Inquiry. The author explains the positions held by the two opposing positions on language in Quebec that were presented to the Commission: a nationalist view proposed by the new French-speaking middle class that had evolved out of the Quiet Revolution and was made up of civil servants, employees of the parapublic sector, union managers, professors, etc., that argued for a self-contained French-speaking Quebec under the slogan "Maître chez-nous"; and the other by the business milieu, composed mostly but not exclusively of Anglophones, that argued North America was a whole economic territory and network, as open as possible with free circulation of persons, capital and goods, and whose common language was English. The author explains how the Commission tried to reconcile these two opposing views in its report.
