Private Initiatives To Make Flood Control Public: The St. Gabriel Levee and Railway Company in Montreal, 1886-1890
Abstract
The City of Montreal bought the private St. Gabriel Levee and Railway Company in 1887 and in the process annexed the predominantly Anglophone village of St. Gabriel. This acquisition and annexation resulted in taxpayers paying to provide flood protection for the privately owned Grand Trunk Railway yard and the addition of two Anglophone councilors in Montreal’s city government.
