Abstract |
The author examines language legislation as promoted by Quebec and the federal government. This examination reveals a different orientation towards the concept of equality. Federal language policy promotes a vision of Canada in which English and French are judicially equal. Politically, the author argues, this vision denies that Quebec is distinct. Quebec's language policy asserts the importance of French Quebec culture against the majoritarian English Canadian identity. The author argues that Quebec's asserted right to protect its language is tantamount to an acknowledgement that Quebec is a distinct society.
