Abstract
The author notes that the study of the relations between the PQ and Quebecers of immigrant origin remains a dimension that has not yet been explored in historiography, which is surprising, he contends, considering the impact of "the bitter and clumsy words" pronounced by Jacques Parizeau who blamed the defeat of the 1995 referendum on the “ethnic vote”. He further contends that this lack of historiography is surprising given the recent upsurge in public debates on the issue of integration, especially the Bouchard-Taylor Commission in 2007-2008. The author's analysis focuses on the efforts made by the PQ to promote contact with minorities, especially during elections and the passage of laws affecting the subjects of language, culture and immigration. The author's conclusion is that despite considerable efforts, the Parti Québécois has not succeeded in rallying members of cultural minorities to its political project. This failure, he argues, is mainly due to the incompatibility of very different conceptions of integration. While the Parti Québécois is putting forward a model centered on convergence towards Francophone culture, minority Quebecers are more inclined towards the recognition and respect of a Quebec plurality that is closer to the multiculturalism promoted at the federal level.
