Abstract |
The author contends that Bill 101, the Charter of the French Language, is a failure. He argues that the situation of French in Montreal and its surrounding areas is catastrophic. According to his statistics, the demographic weight of Anglophones is almost stable in terms of mother tongue and increasing in terms of the language spoken at home. French, according to his interpretation of the data, is increasingly a second language, which is spoken but only when required; the first language, the vehicle of culture, being English. In order to understand the overall state of the French language, he states, one needs to look at the numbers, at demographic data, to get a clear idea of the trends. Indeed, he points out, the law of numbers is decisive: the decline in the demographic weight of Francophones affects - and will increasingly affect in the future - the vitality of French in Quebec and its ability to retain its speakers and to recruit new ones.
